To develop evaluator-goals oriented comparative evaluation system, a multi-indicator approach is outlined which is based on a conceptual framework. It includes the accounting criteria, which the menagement would adopt as grounds for his evaluations. To formalize the complex relations between the realized performance indicators (outcomes) and quantities of allocated resources (input), taking into account specific context conditions, a structered stochastic model is used which considers the latent profile of interest for the evaluator-management. To assign scores on the space of this profile, for each supplier, the differential between the statistical prediction and the base-line (target) value - to be pretended, taking into account the allocated resources, conditional on the specific context conditions - is calculated, up to standardizations. It measures the degree of disagreement of the actual performance with that demanded by the management. An approach has been outlined which automatically calibrates the rules which assign these targets, in a formal empirical Bayes setup, but in the perspective of the Total Quality Management which tends to "prescribes" rather than "explain" performances. Qualitative comparative analysis could be performed analysing multi-dimensional plots of scores, possibly using dynamical graphical tools. ER -
